According to The Verge, this new tier is currently in internal testing and could soon roll out as a public trial. If it launches, gamers would be able to stream Xbox titles without needing a Game Pass subscription, across devices like PCs, Xbox consoles, handhelds, and even the web.
How the Free Tier Might Work
The rumored model would require users to watch about two minutes of ads before starting a gaming session. There may also be usage restrictions, such as:

By adding a free, ad-supported tier, the company could create a new entry point for gamers who don’t want to pay for premium subscriptions but still want access to Xbox Cloud Gaming.
